Our Learning team is looking to sell some of their offerings via a flex package but still would like to collect form data like they would for a single ticket event. I think that pre-cart customization would accomplish this. Does anyone have experience building their own pre-cart to do something like this? And would you be willing to share your experience with a pre-cart newbie? For context, we are on RAMP and 15.1.15.

We did something extremely similar for our education events. Some of our education events are sold via packages rather than single events, so I built a custom pre-cart form to collect data and save it to a CSI (in the same way that regular events do). We use fixed packages rather than flex packages, though I would have to imagine that it would work in much the same way.
I would be happy to share what we use, though, word of warning, this is not the easiest customization to implement. It requires at least a decent chunk of SQL knowledge, plus maybe some HTML and CSS if you do not particularly like the structure of the page I have built and/or it does not fit into your themes (though I tried to base it all off of TNEW's stuff for ease whenever possible).

We've been using Tessitura's education registration customization to sell 300+ art classes as packages each year. It was implemented shortly before I started working here so I'm not sure what the cost was but it has been simple to maintain, is pretty customizable, and has worked really well for us. It's been very stable, too. In the last 2 years we haven't experienced any major issues (::knocks on wood::). It was implemented in version 14 when we were self-hosted and survived our migration to RAMP and upgrade to version 15 without issue.
We're using it to collect things like age, school, authorized pick-up lists, emergency contacts, and waiver acknowledgements. There's also functionality for add-on performances which we use for selling optional art supply kits.
