Batch Administrator User ID dropdown

The user needs to be made a Manager of the applicable User Groups, including her own.  This can be done in the Users window of the Security application.

I'm having some difficulty with the Batch Administrator. One of my Box Office folks is having the posting tasks delegated to them. She uses the same user group as I do when I do the posting, but when she's in Batch Administrator, the User ID dropdown does not function (the arrow does not appear to be grayed out, but no drop-down appears when clicked). I can't determine if this is even a security issue, but I don't know how else this object might be restricted. Ideas?
