If I make a change to a dashboard or a specific widget, do I have to republish the dashboard for others to see said changes, or will it automatically update?
Also, is there a way to stop email notifications when a dashboard is shared?

You have to republish the dashboard to push out the changes.

No... if new users are added to the share, they'll receive a notification, but existing recipients will not be notified of the republication.
