I have a two payment option built in TR_Billing_Schedule that charges 50% today and 50% on the 15th of the next month (S+0,FM1+14). Is there a point when this would change to 2 months out? For example, if I place my order on August 14 would it charge me 50% on August 14 and the remaining 50% on August 15 or would it charge 50% on August 14 and 50% on September 15?

The FM1 indicates the next month after the start date. So, Aug 14, then Sep 15 in your example. If you order on Aug 3 you get billed 50% on Aug 3, and 50% on Sep 15.
