We have a constituent who has 2 letters for a first name, both upper case, no periods. After entering it correctly in the First Name and Dear fields of the General tab, the system, upon saving, resets the fields to an upper case first letter and lower case second letter. Can this be overridden?

This sounds like a customization that your organization has deployed. Usually organizations have an Attribute that can be placed on a Constituent to ignore auto correct customizations.
