I would like to test N-Scan using our Test environment. I'm wondering if pointing a scanner to TEST is done using a setting on the scanner itself, or done by updating the system tables.

That is done on the scanner itself. Go into Tools, Admin Settings and update the NScan URL. If you are on RAMP, if I am not mistaken, you should pretty much just be able to replace the word "live" with "test", reload the profile, and that should pretty much do it.
