I am getting an error of "Retrieve argument 1 does not match expected type." when running the Package Sales by Campaign report. What does this mean?

This generally happens if the report expects data to be one type like a number but when run it finds a totally different type like a string.This is a canned report so it's odd that you have run into this error, has someone created a customized version of the report for you to use?
Nope, just the same ol' standard canned report. We just upgraded to 9, is there some alteration that needs to be done on this report?
If it's a canned report that is not working then I would open a support ticket.
I don't get any error when I run that report, so it may be something support need to troubleshoot wit your DBA/Tessitura Administrator.
