When entering a new order in one season (one resident group) we can change the source of already seated orders. In another season belonging to another resident group, we can't change the source. I see the same behavior when logged in as System Administrator.
Is there a setting to allow this per season? per MOS?

The ability to change a source on an order is based on the MOS. Specifically it is controlled by the Edit Srce Reload box on the MOS on the Mode of Sale tab of CampaignsàReferences.
