Is there a limit on the number of rows allowed for SQL query entered in the Manual Edit of the List Criteria? I've written a SQL script outside Tessitura that I'm pasting into my list criteria as a manual edit and it seems to be cutting off at 428 rows. (I'm in Extraction Manager, not List Manager)

No, there shouldn't be. But keep in mind constituents will not be duplicated if they were present in higher priority extraction segments.
You might try putting your custom query into list manager first (debug as necessary there), and then just reference the list in your extraction segment.
