Report Writing Access

We have a power user in a department outside of IT looking for the ability to write reports and publish them to our Tessitura test environment.  Has anybody done this and, if so, what tools (Infomaker, Crystal, SSRS, etc...) are they using? On the SQL side have you had to give them SA access? What pitfalls have you run into?

    At City Opera we have two non-IT users (one in Marketing and one in Development) who have access to a variety of reporting tools including Infomaker and the SQL Server Management Studio for queries and report writing.  In addition we both have the ability to publish reports to Test (not live).   I have SA access to Live and Test.  We have been doing things this way for a number of years.
