We have a power user in a department outside of IT looking for the ability to write reports and publish them to our Tessitura test environment. Has anybody done this and, if so, what tools (Infomaker, Crystal, SSRS, etc...) are they using? On the SQL side have you had to give them SA access? What pitfalls have you run into?

Two words for this. Test. Environment.
Whatever degree of access you agree to, it should only be in the test environment. I would need to see a very strong business case for someone outside of IT to have access to those tools even in the test environment but I can't think of any reason to give a power user access to the production environment.
As an alternative, I would push for t-stats as an alternative. It is the perfect tool for a power user who wants more access to data for reporting purposes.
