Because Dashboards operates on T-Stats data, and organizations typically only have a production T-Stats database, Dashboards is usually implemented only in LIVE.
There's no technical reason why a copy of dashboards couldn't be installed for your test instance, but it would probably be reporting data from the one-and-only "live" t-stats db.
