Saving a report as XLS

When you save a report as an Excel file it typically (for most of my users) saves the column names as the first row (the names as defined in the returned data set from the SP).  However, I have one user who is not getting the names as the first row.  When she saves the report, row 1 contains the first record in the report.

Is this a user level preference?  If so, where would one look to change it?
