How do I pull up Shared T-Stats reports? When viewing a report, I clicked Shared Reports button and selected all T-Stats users checkbox. But when someone else opens T-Stats shouldn't they see it as an available Workspace? Am I supposed to share the Workspace and Report?

The reports aren't automatically shared with every user, they only appear in each user's individual workspace. The user with the report you want will need to open the workspace and highlight the report and then click 'share report' and select your user id from the options.
Unfortunately you can't share an entire workspace so they will need to do it one report at a time if there are multiple. And unfortunately they can't designate which workspace on your T-stats to send it to so you will see the report appear in all of your workspaces and then need to delete it from the places where you don't want it. You'll find given those two downsides sometimes it's just easier to re-create the report yourself depending on the complexity.
