Fees & Start and End Dates

Hello smart people,

I'd like to avoid having our call center reps manually manipulate fees. In the absence of (relative) start and end dates within fee setup, is there any way to accomplish the following: 

If returned ticket date is 5+ days from order date, apply fee A.

If returned ticket date is 2-4 days from order date, apply fee B.

If returned ticket date is 1 day from order date, apply fee C.

If returned ticket date = order date, apply fee D. 

Any ideas? Is this the kind of magic that service interceptors could provide?
