TR_STATE, as it comes out of the box, apparently dates back before 1988. I haven't checked any of the other listed changes...
Does anyone have a fully complete TR_State or TR_CITYSTATE?

Yes, TR_STATE is out-of-date out of the box, as is TR_CITYSTATE (we update the latter monthly). Over the years I have updated TR_STATE for the Northern Mariana Islands as well as Quebec, which switched from PQ to QC in 1991(!).

I update our TR_CITYSTATE every month, i.e. I truncate and repopulate it from a CSV file download from www.zip-codes.com. I'd say that's pretty complete.
If TR_STATE needs other updates besides MP and QC I'm not aware of them.
The only other change I've made to TR_STATE was to add Nunavut (NU), Canada to the table. Not somewhere that would come up often for most Tess organizations though. :)
