Is there any way to activate constituencies in a list, with the end result of having the end date be blank? The Add to Lst function inserts the date I run the utility in the End Date. I'd prefer 00/00/00

I've just double checked this in our test system. I am able to add and update constituencies using the Manage Constituency report (found in the Data Management folder) with 00/00/0000 as the Constituency End Date parameter.
If you're encountering different behaviour I'd suggest opening a help ticket.
