Are there any issues with re-naming constituencies? We'd like to overhaul what we're using.

There shouldn't be any implications if all you are doing is updating the description column in TR_CONSTITUENCY.

We'd actually like to change the short_desc field.
That shouldn't be a problem either. Making those changes won't affect who the constituencies are assigned to or how the system treats them. If you decided to update the Rank column, it would probably be worth reading up on what it's used for as there can be a few cases in which the rank might affect a security setting.
As long as you have not made any code specifically referencing short_desc you won't have any problems.
