Does anyone know of a report that will give me all donors and included if they have a membership I can run by date range. I can get one by membership and I can get on by donors but I don't see one that will give me both. I am trying to see how many donors we have that a membership was not included when it should of been.

You can get at this in the Tessitura Analytics, Contributions cube. In a new dashboard, add a filter on Contribution Date set how you like, and on Membership Level set to include only "(none)". Then add a Pivot widget with the constituent details you need: e.g. Constituent ID, Constituent Display Name, and a Value for a sum of their total giving Amount. Fund might be another useful field in this case, either in the widget or as a dashboard filter.
From there you can also Configure a Jump To Dashboard Link to the _Constituents dashboard. Whatever the first field on Rows is, click the Options menu for that field and enable Grand Totals. Once the widget updates are Applied, you can click on the Grand Total row to open the _Constituents dashboard and save a list back to List Manager for other uses.
