I need to everyone who has one of our volunteer constituencies (Board, Volunteer, Usher, etc.) AND another constituency (here, Donor or Prospect). How can I pull a list or an extraction that includes multiple constituencies? Everything I'm trying either pulls in anyone who has any one of those constituencies or no one at all. I have confirmed there are plenty of constituents who do fall into this category.

You should be able to accomplish that using two lines, one for Constituency HAS Board/Volunteer/Usher, and another for HAS Everything else.
Alternatively, you can make a list of those that have Board/Volunteer/Usher, and then make another list that has everything else and is also a member of the first list. Depending upon the use case, that is sometime more utilitarian though slightly less efficient in terms of creation.

I believe what you're going to want to do is have the "Constituency" list criteria in your list TWICE, once with all the volunteer constituencies, and a second time for the Donor or Prospect constituency. Additionally, make sure you're using "HAS" not "IN" or it won't find anyone! Your criteria would look something like this:
