I suspect I know this isn't possible but just wanted to throw it out to the wisdom of this group.
We would like to use Analytics to look at constituents who have signed up for newsletters, but haven't purchased any tickets.
I think the answer is this can't be done in Analytics at the moment as the Seats and Tickets Cube only contains customers who have tickets?
I guess ideally, we would like to see a Constituents Cube for this type of analysis.

What things do you want to look at?
On my list of behaviour it'd be open rate click through rate from promotions, which is unfortunately not in Analytics (yet?). You could also do profiling such as postcode maps etc. Might be fun to bring this up at analytic coffee on Friday.

Yes, It is my understanding, if you are looking in the Tickets Cube for folks who have not yet bought tickets, you will not find them.
I believe that there has been some discussions about a possible constituent's cube.

Do either of you have anything you want to say about a Constituents Cube? Enquiring minds would like to know.
As of this comment, a new Analytics data source to cover this use case is planned for v16.

The Constituents Cube for v16 sounds good. That will be really useful for running analytics on attribute values also.
