Who develops dashboards?

We’ve just moved to V15 recently and are beginning to delve into dashboard/analytics.  As an institution, we’re wondering how others decided who creates dashboards and who doesn’t.  We know that IT will modify the cubes, as needed.  But when it comes to designing dashboards from those cubes, does that fall solely to IT, are a few super users involved, do you release it to the wild and let everyone have it or do you use a hybrid of these options?  Any feedback would be appreciated.  Thanks so much.

    At TCO, we identified power users who were also experienced in data management.  Currently there are two of us who are putting together dashboards for the institution since we can vet the information as well as create custom variables as needed to make the data appear more in line with internal expectations.

    Outside of initial set-up and server maintenance, IT has had very little to do with setting up the dashboards.
