I noticed while testing a few extractions that when you re-label the segment numbers in sequence (001,002,003, etc.) it provides different counts then if they keep the same (out of order) segment numbers from importing. If the segments have the same priority and criteria, shouldn't both extractions provide the same results?
I am very puzzled by this and feel like I am missing something. Any help would be greatly appreciated!

From the documentation:
The order of segments in an extraction set determines which segment a constituent is assigned to when the constituent qualifies for more than one segment. Essentially, a constituent is assigned to the first segment in the list of segments to which the constituent qualifies. Once a constituent has been assigned to a segment, that constituent cannot be assigned to any other segment.
