Is this to be expected:
Inactive patrons appear on lists after v11 migration. Once the list is regenerated, the inactives disappear.

If the migration inactivated some records that were not inactive before the migration, then yes, that would be expected. The same thing would happen if you manually inactivated a record that was already on an existing list. Inactivating a record does not affect the contents of existing lists until you regenerate the list.
