inactive default (none) question for v11

In version 11 when creating a new Individual Constituent the default values for the Mail Restriction, Phone Restriction, and E-Market Restriction are  (none) but that default value is a (none) that is inactive.

The user receives an error "Cannot create constituent with an  inactive Emarket Indicator. (Constituent.Emarketindicator)

As a system administrator I want to change this to the active type (none).

Is this a t_defaults setting?
