We've been aiming to have a dynamic database list which excludes our members for acquisition campaigns. To this end in our list criteria we included "Membership Status also does not have Active or Awaiting Payment or Merged or Pending." Weirdly, the list is still pulling some members but not others. Does anyone know what added criteria definition needs to be included to ensure NONE of our members get included on this list?

I don't know what combination of factors is getting in the way of this working, but here are two things to try which might produce a cleaner list.
Try ticking the checkbox for Search Household on the Membership Status criteria.
Or, try making a second List that does include everyone with a Membership record, and then go back to the first List and add a criteria of List (it's in the Other folder) with an operator of Does Not Have and a value of the new list of all Members.

PS: Consider using the Advanced Relationship Option of "Replace Individual constituents with household and add all primary affiliates" to the Members list.
