Online Membership Renewals

We currently have a membership organization that is set with an initiation date at the start of the year and expiration date at the end of the year. The renewal period is 1 month (December) and the lapsed period is 11 months(January-November). So right now, any member from 2018 who has not renewed will be lapsed till the end of November. When entering a membership gift through a ticket order in the application, it automatically tries to renew it which is what we want. However, entering the same gift online will result in it upgrading the existing membership. The 'Is Contrib Upgrade' and 'Is Contrib Renewal' columns are all set to No in the LTR_TNEW_CONTRIB_TYPE system table. To my understanding, that means that any gift given in December for an active membership, and any gift given January through November for a Lapsed membership would result in a renewal. Is that not correct? I can't seem to figure out what we're doing wrong?
