NCOA include inactivate accounts

Hello,

Does anyone know if the NCOA Processing Utility includes inactive records?  I can't find it anywhere in the documentation.

    The NCOA Utility excludes inactive constituents and inactive addresses.

    Sure wish it did!  Since one of the Inactivate reasons is Returned Mail.
