WordFly Triggered Campaigns

We'd like to start a couple of triggered campaigns:

1. Email to all who have visited 2 times in the last 6 months who do not have a membership with a soft ask -- "sign up for a membership!"
2. Email to all those who have visited 3 or more times in the last six months who did not respond to the soft ask (number 1) with hard ask -- "apply the amount paid for your last visit to a membership!"

We need a way to get accurate lists to use with these campaigns, but then we have a logistics question: how do we send the first "soft ask" campaign to everyone (two or more visits) and then kick off the "hard ask" campaign without sending to those who qualify? Is it as simple as a list exemption? We want to ask them again if they continue to come without signing up for a membership after the "soft ask" email.

Any insight from those with a similar experience would be appreciated.
