Recording contacts made by non-Dev staff

Hi!

How do your Development departments instruct/manage contacts made by program staff or volunteers? Who enters them in Tess?  If it is entered by the non-Dev person making contact, where are they instructed to enter them?  

I am mostly concerned about contacts that take place which may affect a solicitation.  I don't know that it is feasible/desirable to ask non-Dev staff to navigate the solicitations module (and add them as tasks), however much of the information may effect a solicitation.  And general ticklers won't show up on solicitation reporting. 

Any suggestions or examples are much appreciated.  Thank you!
