Soliciation designation

We have a system table called “TR_CONT_DESIGNATION” where we add/remove designations. Then we go to the specified campaign and associate the designation. At that time we are able to insert the designation with each contribution or on Solicitations.

On my system admin login, i cannot seem to add a designation to a soliciation via the Contacts tab.  I thought maybe i set something up incorrectly - last i recall the designations simply need to be associated to the Campaign via the Campaigns module.

However, another test of adding desingation via teh Soliciations modules (from Campaigns) didn't allow me to set up a designation either.  Is there a system table entry i need to modify somewhere?  The documentation doesn't say anything about designations needing addtional setup outside of being associated with the campaign itself.
