Silly question: If one wanted to create a new source code in the Appeals process, but did not currently have a list ready to attach to it (for an Inhouse type), can that source still be created and have the list later attached, or should one just wait until the list is ready? Would this make it an Outside source type, technically? And can that be changed later as long as the source hasn't been promoted?

You can totally do that. I know we have at least one user who regularly uses an outside source as a placeholder (with start dates in the future), but waits to pull the list until later, and then just switches it to an inside source and promotes it last minute. No problems as yet that I'm aware of.
