Adding Another Pledge to a Campaign

I have a user who is trying to add a pledge to a constituent account and is getting the following message:

This Customer already has a pledge in this campaign.  That pledge must be paid off before any new contributions are made.

I'm reading this error to say that they either need to make an adjustment on the current pledge (which they did as a work around) or that they have to select a different campaign/fund.  The user said she is selecting a different fund than the original pledge, but it's still the same campaign.  She says that she has been able to do this in the past and doesn't understand why she can't now.  Has anyone seen this error before, and if so, can you clarify for us what it means and what should be done with the new pledge next time.

Thanks in advance for the help.
