I thought this was possible and I guess I was wrong. But I thought I'd check to see if anyone else is doing this.
In other places I've worked it was standard practice to enter a zero contribution if a donor had refused or declined (defnitively) for any given campaign. This helped keep stillouts accurate by shrinking the dollars available pool and making projections better as well. It also kept the donor out of any future mailings or phone calls until the campaign was over.
Is there a way I can enter a zero pledge in Tess, or no?

It is not possible to enter a contribution with zero dollars into Tessitura.
You can adjust a gift with a value down to zero in another transaction and have this remain in the constituent record - but I do not think you want to do this in this case.
I believe the best solution to tracking refusals, prospect pools, projections, and suppressions is through Solicitations, which is intended for this purpose. You can find the document here for further detail.
Solicitations will give you greater detail than a zero contribution and will not muddy your contribution tab.
