Removing Promotions from Specific Records

In the process of improving our direct mail campaign tracking, I found out that a significant portion of the constituents I send to our mail house are not in their final list of addressees because of NCOA updates and deletions. But for our past few campaigns, I've been using my final list to create promotions on the records of the people who receive the mailings. This difference in the final list I send and the final list the mail house uses to send our letters can create some inaccuracies in our tracking: response rate and response rate among specific audience categories being the primarily affected reports. 

Now that I have an accurate list of those constituents mailed the letters, how do I update the promotion so the count reflects the "actual" number and constituents rather than the original information. 

Is there a way I can delete the promotion from only certain records? Or update the list without affecting those records that have already responded and therefore have a transaction under that source and appeal?
