Hello,
I am trying to create a number of attributes for the Development team to track members or the Board of Directors between years. Right now we have no great way of seeing who was a member during any given fiscal year, besides the one we're currently in, which we record by constituency. This method is not great for historical board membership.

You might want to look into Relationship which will allow you track dates the person served on the Board and roles.
We created constituencies for both Board and Former Board and enter start dates and end dates for both, though of course the end date for former board is usually left blank.
We have those too, and they're great. But if I wanted to know, for example, all board giving from 2010 until now, and those constituencies fluctuate, how would I be able to track that?
And do you make that an affiliation to your organization?
We track current year with Constituency Codes and previous years with Attributes. Our Attribute would be Board Member and the values would be FY18 Board, FY18 Life Board, FY18 Ex-Officio, etc... This gives us lots of flexibility for tracking members from previous years.
At a previous organization, we created a constituent for Board of Trustees, and one for each committee, then we added a relationship with start and end dates for their terms of service. We didn't have many (if any) trustees who left and then came back. We also created an attribute with drop down values for if they were an ex-officio, corporate rep, or student rep so that we could further segment out those groups if needed.
