We have some recurring and monthly credit card givers who only want to receive an acknowledgment letter for their first and last gift. I have marked that letter to only be used for the first and last gift in Campaign References but it doesn't seem to be working. I use the PLedge billing Utility to run these payments and I don't want to remove the gift letter because I think that then no one will get a letter. Any advise?

You're correct in that if you remove the ack letter from the utility, then no one would receive a letter, so definitely keep it there. My best suggestion would be to add a field of "amt due" to the print ack report (unfortunately, it's not in the standard output). Then you can filter your merge for those who only have an "amt due" of $0, indicating they have no more payments and therefore the last transaction was their final payment and therefore should receive a letter.
