Fund still visible with Control Group added

I have a fund that I would like to be available for contributions in the ticketing module, but only for specific user groups. I have set a control group on the fund, but when I log in with a user group that is not a member of the control group I can still see the fund as an option for an order contribution. Is there another step that I am missing somewhere?
