Method to 'Lock' an Appeal so New Source Codes cannot be added?

My Development Department expert wants to know, " is there any way ‘lock’ an appeal so that new source codes can’t be added to it?  Such as if I inactivated it would I still be able to use the sources within it and track contributions, but not allow other promotions to be added to it?

    You can give View only access to the Campaign Module and Cpgs Appeal Display objects in Security if you still want users to view them but not be able to add/edit sources.
