Bi-Weekly Pledge Billing

I use relative dates. Here is a screenshot of what I have set up.

I set up 2 reports with the same relative dates in the parameters. The run date for the schedule is the 1^st or 15^th.

For my 1^st  and 15^th of the Month:

Hi all,

We are trying to create a pledge billing utility that runs twice a month, billing once at the beginning of the month and once on the 15th of each month. 

Is this possible? and what start, end, and cutoff date should we be using?

We previously had everyone billed once a month, we tried to create a second schedule but now it seems like it tries to catch everyone in both schedules.
