Memberships for Annual Giving

Hi all, 

I've got some questions about using memberships to drive our annual giving solicitations.

We are not a membership based organization, but we currently have memberships set up to reflect our donor levels. They don't really serve a function, except to update a constituency that marks constituents as our general giving circle, or our major donor circle. 

I'm working on several projects that I think accurate membership data could help with, including automating our program listing, and rethinking how we track and target donors for solicitations. 

Currently we build lists and extractions for solicitation lists based on FY givings to specific funds, meaning that when our FY17 begins July 1, we will have constituents who gave a gift to the annual fund end of June marked as due for renewal. I can suppress those who have given recently based on last gift, but I would like to be able to be more strategic about targeting people for increases, and for additional gifts. 

Has anybody else used memberships for this purpose, or thought about it and decided to go another direction? Any thoughts or advice?
