Message Only Pricing Rules

Does anyone have experience placing multiple "Message Only" pricing rules? I would like a rule that activates a message with our Entry Policy, but the message is not appearing on any order I place in my cart with the rule I have configured. I also have another rule specifically for all of our ADA seating, which works when those specific seats are in my cart. The explanations on the Tess website are great resources for setting them up, but I'm having a hard time troubleshooting from there. SOS!
